Well unfortunately, it turns out that it is possible to have a LifeCycle Controller that is so far out of date that it is not compatible with the signatures used on the newest packages and will fail to download the catalog.
This is exactly what happened on one of my new Rs. Once the LifeCycle Controller is updated it should be fully functional again. Updating the firmwares with the LifeCycle Controller is very straight forward. To start, boot the server up and hit F10 to enter the System Services. It will take a little while before the server fully loads the Unified Server Configurator environment. The server will need to be on the network and have access to the internet.
If the network is unavailable the LifeCycle controller will not be able to continue. Select finish when done. Stick with the default server ftp. Click Next and the server should then reach out and download the latest catalog. If the LifeCycle is way out of date, this is where it will fail. Select the desired firmwares and then click on Apply to install the updates. If you are updating the iDrac and currently logged into it, you will want to exit out at this point and let the server do its thing.
After a reboot the server and its components should now be up to date. If the LifeCycle Controller failed to download the catalog and install the updates, continue on to the next section. Note that the SUU package is rather large at around 10Gb. I generally stick with the default options. Select all of the files in the root folder and then copy and paste them into the SUU folder on the bootable USB drive that was just created.
Updating the LifeCycle Controller this way should resolve the catalog signature issues and restore it to working order. You will also want to exit out the iDrac if you are using it and updating that firmware as well. After a reboot the server should now be fully updated and now have a working LifeCycle Controller. Tried two reboots and see if Lifecycle shows back as enabled. The iDRAC won't cause the fans to go at full speed, it doesn't have any control over them that I'm aware of anyway. Yeah, unplug the power of the server and then drain power from any of the devices. Then plug it in and power it on.
Then do another system Inventory and check again. I had the same problem with an R It just seems dead, can't get it to appear in any diagnostics. I was able to order a replacement card, we'll see what happens when it gets here. With Dell servers it is a good idea to always update the lifecycle controller firmware and BIOS before updating anything else.

If the server is still under warranty, open a case with Dell and they will replace the motherboard. Otherwise, read the thread and try everything step by step. Most times you will end up replacing the motherboard. I have an R giving me the same error. I hadn't touched the unit, it just lost power during an extended outage and when power was restored the iDrac never came back up.
Lifecycle controller also unavailable. I have read that the version of firmware that I currently have installed can cause problems.
